Wash Water and Storm Drains in Oregon

The stormwater page of the city of Oregon tells people not to put any wash water into a catch basin and not to aim a hose at one, since only clean stormwater belongs in the storm drainage system. The city treats anything in its storm sewer that is not entirely stormwater as an illicit discharge, apart from permitted discharges and firefighting water. Plan where wash water will drain before a wash at your site.

Questions

Frequently Asked Questions

The city says it is governed by an Ohio EPA Phase II Stormwater permit. Agencies named on its stormwater page for tracing illicit discharges include the Lucas County Health Department, the Fire Department, Ohio EPA, and the U.S. Coast Guard.

During major snowstorms the Mayor or the Lucas County Sheriff can declare a snow emergency. All vehicles are then required to be removed from the streets, and vehicles that are not moved are subject to towing.

The city is divided into six sectors with a snowplow assigned to each. Priority roads such as Navarre Avenue, Starr Avenue, and Seaman Road come first, and the city warns that delays in plowing or salting neighborhood streets are likely in extended events.

A 1977 ordinance bars discharging stormwater, surface water, groundwater, or roof runoff to the sanitary sewer, and it concerns unpolluted water. The penalty applies after a written notice and a time limit, and it is a misdemeanor of the second degree.
